How do I read this property description from the 1940s?

VRS and BRS have to do with the system of rating and the individual plot maps used for record in that city. VRS means Verbal Rating System, and BRS means Box Rating system. They are often used in conjunction with eachother like an X and Y axis on a graph, so that survey points can be easily triangulated.
