Tips on how to do the whistle register correctly?

i discovered i could hit the whistle register last year, and i'm pretty sure it's not falsetto because it feels like it's at the back of my throat and disconnected. the problem is, i can't melodize it, make it sound musical. i can sustain the note but i can't apply vibrato to it. please help! i am 17 years old.
