Do VR counselors place clients into jobs if a case goes on too long without a successful employment outcome?

Voc rehab is not a job-finding agency. However, counselors are pressured to close cases into a Status 26 (ie "successful employment outcome"). Some IPEs last for years. What if the client's job finding efforts are unsuccessful, and their cases have been opened for a long time - If cases are open too long, then do counselors go aggressive and "find" jobs for clients?
