How to deal with O2 operators ?

I had an incident with my O2 account a long time ago. Put the password wrong in far too many times, which locked it. I didnt really care at the time but I've got a new phone and have to officially register on it. I tried ringing 1741 (customer care) but its an operator saying stuff like "If you have a problem with your pin number or puk number press two." Im not quite sure of which ones I press to express my situation and to help solve the problem, someone help?
