Buying a Car from a Private Seller out of State in Illinois. how tax work?

I live in Chicago, IL and want to buy a car from a private seller from Virginia. car cost about $7500 do I have to pay any tax in Virginia? or only pay when I register the car here in Illinois? how do I get temporally plates?
